The new Santa Coloma de Cervelló civic offices are located in one of the extensions of the rather small old part of the town. The site has a difference in level of 7,50m between the too long sides of it.

The complexity of the commission resides in the size of the building, which is difficult to place in a very complex topography, as well as in an area where the surrounding buildings are much of a much smaller size.

The building is displaced in section, resulting in a construction with different heights which can relate both to the old part of town and the new grid.

The building is placed to one side of the site, in order to allow the creation of a great plaza in front of it, which will become the connection to the old part of Santa Coloma.
